Managed the entire development lifecycle, including technical requirements, implementation (plan/schedule and execution), and risk management. Provided primary point of contact for Government Program Manager. Coordinated all activities within the team, including three subcontractors responsible for COTS software configuration, hosting, and training development and delivery. Managed entire integrated master schedule (IMS) for all program-related activities across all subcontractors.

Subcontract Program Manager for VistA Imaging, a multi-million dollar, multi-year VA medical imaging capture, management, and storage software development program building solutions that encompass a wide range of solutions including Radiology workstation application, clinical capture and display applications, middle-tier image and artifact management servers, and backend image storage solutions. Managed development lifecycle, including requirements, implementation, and risk management. Provided both tactical and strategic direction and guidance to team on plans and deliverables. Worked with customer to deliver customer software applications and enhancements. Managed team leads who implemented program directives. Implemented and managed new scrum development approach. Defined, managed, and statused schedule for multiple parallel development activities across more than a dozen different application areas. Assessed, interviewed, and recommended qualified candidates for open technical and support positions. Defined, implemented, and trained team on business process to increase team efficiency and support business process appraisal for formal certification.

Developed budget plans for entire program area, with a total budget of over $50M, including labor costs, capital and expense control, and costs for multiple subcontractors (via multiple Statements of Work). Defined, managed, and statused entire schedule for entire CIS business unit. Worked with Project Managers from all areas to gather and report on status to upper management, including variance reporting, issue tracking, and risk definition and management.

Aided Engineering Manager in presentation of staffing metrics to Program Management. Developed custom design pattern (including test code in Java) for use on program, using general guidance and requirements from development team lead and architect. Built custom tools and utilities for Systems Engineering team on FDCA program. Acted as DC Region Mentoring lead, reporting to the Regional Resource Council through Training and Mentoring Working Group.
